If you are downloading into a program such as Thunderbird you'll need updated webmail clients. This should be happening automatically but the author seems to be running slow on updates.
If using a web browser you likely need to purge the cache. Instructions fore purging your cacxhe can be found here for all current browser versions: http://www.wikihow.com/Clear-Your-Browser%27s-Cache.
In addition you should clear the history and stored passwords. It's a big security risk keeping stored passwords on the browser, regardless of how convenient it may be.
In many cases purging the cache will clear these issues up. There may be other issues as well like a pop-up blocker blocking parts of a site. Try turning off all filters and pop-up blockers to see if that helps.
If the issue still exists please leave more information such as the exact error messages you are seeing.
