Make sure both your laptop and the device you're wishing for it to discover, are both set to discoverable, and that bluetooth is actually turned on both of them. Sometimes I forget to do one while remember to do the other, and that can cause this problem. For instance, my computer is set to be discovered, but my phone isn't, so I have to remember to turn bluetooth on my phone (I don't keep it on because it drains the battery), and to make it discoverable each time I use it to transfer anything via bluetooth. Some devices may need a password to connect, which usually they automatically start with either 0000 or 1234.
