Transfer Metro Phone To Newer Model Metro From Private Party

I am buying a newer used metro touch pad from a friend and I have a flip open phone.  Can I transfer my number to newer phone and the cost difference on the plan would be?  Does it cost to transfer number and do i have to modify plan?  I just want basic lines.
