Engine Surge When Braking

Why is it that my 4.6 liter V-8 in the '06 model Marquis surges every so often when braking?  I have to hold the brake pedal down securily to prevent the car from unsafely lurching forward.  The surge will usual last about 4 or 5 seconds.  When I place the transmission in neutral it will rev upward of 3,500 to 4,000 RPMS for the 4 to 5 second period!

My best guess is your throttle position sensor (TPS) is going bad. It is not reacting quickly enough when you take your foot off the gas and it's keeping the idle speed up when it should be lowering the idle speed.

It should be located on the throttle body. Here's what your sensor looks like:
