99 Mercury Sable With No Interior Power

I have a 99 Mercury Sable. It will start and headlights come on, but will not shift out of park. The radio, power windows, brake lights, sun roof, wipers interior lights are all out. I have checked all fuses and relays that I can find and nothing is out.
