Water Levels

Water levels are less then adequate for cleaning and rinising my clothes. I have watched several cycles and the water levels do little more then wet the clothes - example: I washed four large towels and two beach towels and the water level did not cover the load - water was sprayed from the top to wet the clothes but during the agitation some towels enever made it into the water. What is up with this !!
