Why Does My Washer Drum Only Fill 3/4 Of The Way Up?

Even though I set the water level to high, my washer never fills up more than 3/4 from the top, so I cannot wash a full load of clothes because the water doesn't cover the top. Is there something I can adjust within the washer? Could it be on some kind of water saving setting that I don't know about? Thanks for any info you can provide!

The water level control/pressure switch would likely need to be replaced.
