Why Does It Cost Extra Money To Make Local Calls?

I live in a 951 area code in Ca. and It's asking me to pay more in minutes to call a 714 area code, CA. It works with a local area code but not this one. Why?

Because separate area codes can often be considered long distance, you may be asked to use extra minutes/pay more for dialing to a code outside of your area.
