Changing The Time

Is there any way to change the time (and keep it that way) on my phone to my local area which is a central time zone? I do that and then it gets changed back to eastern time zone. I thank you all for your help!!!!!!!!!!!!!!!!

I had to buy a phone that allows manual time adjustment (Panasonic KX-TGE242).
