How To Unblock Hotmail Account

HELP ME OUT IN LOG ON TO MY HOTMAIL ACCOUNT. I GAVE MY CELL NBR AND EVEN AFFTER THE EMAIL ON HOTMAIL IS HBLOCKED,   MY ALTERNATE EMAIL ID IS [email protected]
