How Can I Secure My Hotmail Address And Password

My password was hacked.  Managed to get it reset and hacked again.  Of course, there is no msn help over the weekend and a scam email sent by hackers to all my contacts asking for money and enormous damage done, not to mention access to sensitive information in my hotmail folders and the fact that I have been job hunting for 3-months and my hotmail address is on my CV and all my emails sent to Recruiters and Companies are in my Hotmail folder.  Why is there no emergency contact for this type of occurence.  I still do not have my hotmail account back.  Also, how can I secure my hotmail account.  Thank you, Barbara Jackiewicz
