P0446 Error Code
Vapor Canister Purge Solenoid is okay. However, there is voltage to the unit (tested at wire harness inside trunk) whether the key is on or off. There is no amperage to activate the valve. There should be power to the valve only when the key is on. I suspect a short somewhere, but cannot locate it. Any past experience to share?

I posted the question. After purchasing the book with the wiring diagrams, I was able to track down the source of the problem. The wiring harness from the battery fuse box runs down into the passenger side wheel well and then around in front of the radiators. After removing the outer wrapping on the harness, I found grit/dirt had gotten into the harness and apparently eroded the insulation. I found nearly a dozen wires that were corroded. The wire for the solenoid was one of those. It broke apart when I touched it. I tested it after the splice and all is well.
I was wrong in my assumption that power was activated with the key. There is always power to the solenoid. The ground is monitored and controlled by the computer.
