The Car Never Get Over Heater But Any Time I Turno Off Leak Anti Free

some one can tell me if I this problem because the termostate dosn't work/ Isee the fans and work good, or maybe it/s the fuse go, how I can check the fuses someone one can helpme tell me were is the fuses or wich one its
