97 Lincoln Town Car Will Not Start 3rd Time.

This is the 3rd time car just will not start all obvious problems checked. Had it towed in last week for same problem -had a broken fuel filter, replaced that time before-fixed same part. I want to know about the ignition system problem that this type car has. Is it hard to replace ignition switch and key cylinder? Was there a recall about this type issue. The hazard stopped working months ago and the cruise also. Need some help please.
