What's The Difference Between 'cold' And 'tap Cold'?

On the Wash Temp Cycle Setting Button, there is a both a "Cold" and a "Tap Cold" option.  The washer is an LG 2350H*C.

The ECO WARM feature is designed to be a setting between the WARM and TAP COLD temperatures. It provides the benefits of a warm wash, while using less energy. The water will be in the neighborhood of 90 degrees. The difference between the COLD and TAP COLD water temperatures depends upon the water temperature as it comes out of the faucet. The standard COLD option is based on temperatures specified by clothing manufacturers, who recommend COLD water being around 78 degrees or warmer. If the cold water, coming from the faucet, is colder than this, your washing machine will add hot water to raise the cold water temperature. The TAP COLD feature simply runs the cold water as it comes from your faucet, regardless of how warm or cold it might be.
