Won't Spin With Water??

Our washer won't spin once it has a small bit of water in it, it will when it is empty and just starting, but stops when it gets heavier I guess.  I manually emptied it and it started again when empty, but same problem, I cleaned the filters too.  Is there some kind of sensor that's not working?
