No Cold Air. Just Fan

The unit isn't blowing cold air on the COOL setting. It blows air as if it were still on a FAN setting? What's the fix for that. BTW: It was bought a year ago, but just taken out of the box. All the features work except for it blowing regular fanned air instead of cool air.
