Can Limited Airflow On The Outside Part Of The Unit Where The Hot Air Is

exhausted cause this error? I see that it says to check for clogged filters, but the only thing I see wrong on my installation is that there are obstructions outside of my window that is probably limiting the airflow to the unit. If I correct this, will the unit go back to operating normally?
