Ice/water Dispenser Output Weak.

From the day we installed our side by side the water output has been weak and the icemaker hasn't ben very good either. We have just lived with it, but I'm wondering if there is anything I can do to improve the situation. I've tried adjusting the shut off valve, with no luck. LG suggests a 1/4 " saddle -type valve, not a 3/16 or a piercing type valve. Did I mention I hate plumbing?
