Normal Cycle Does Not Work

All of my cycles on my dishwasher work except for the normal cycle.  The dishwasher will fill with water, wash, drain and then attempt to fill again but just spurts twice with water to come into the machine then it starts washing with no water in it.  I have had the repair man out 2 times to look at it, 1st time replaced the control board, 2nd time they stated I used to much soap and the water float was stuck.  Okay if that was true why did all my other cycles work.  I need to know if anyone has experienced the normal cycle not working correctly.  Dishwasher is only 6 months old.
