Water Dispensor

my water dispenser inside the refrigerator will not work.I removed the water filter and installed the bypass thinking that if the filter was stopped the bypass would allow the dispenser to work until i could purchase a new one. The dispensor will not work with the bypass in either. Any thoughts? Will dispensor only work if there is a clean filter installed? Thanks Ricky
