Timer Works In Wrong Position

Kenmore washer model 110.2982280. Serial number CY1245047. Set  at normal wash, machine strts wahing without any water. You have to turn dial to different positions to obtain water. Machine will only let in small amount of water ( still start wsh cycle) and you have to keep opening the lid and closng it to get more water.  When you get water full, you have to put in wash cycle and it wlll then operate correctly. Machine does this for several loads and then work correctly, except the spin cycles are reversed. Other loads, machine works rght. Serial
