No Power Coming Form Top Element/thermostat Unit To Bottom Unit.

Why would 250v power supply not getting to lower Sears Power Miser 9 water heater thermostat/elemen. I checked the read and black wires coming down with my volt meter and the top shows 260v and the bottom is 0v.
