My Jabra Clipper Lower The Volume Of Any Headphones I

i.e when i plug the ear plug headphones directly to my ipad ot give higher volume than when i plug it throught the clipper is that normal

Because the Jabra Clipper has volume controls, it has its own amplifier and, as such, the volume controls are separate for the device itself, and the device going through the Clipper. Yes, it is "normal" for the volumes to differ.
