Is There A Means To Disable The Motion Sensor, Or The On/off Anouncement.

I'd suggest resetting the Journey to see if this resolves your issue. To reset the Journey, put it into pairing mode (with the unit turned ON, press and hold the answer/end button until it goes into pairing mode), then simultaneously press the volume down button and the answer/end button. You should see a brief flash of purple light and a tone indicating that the unit has been reset.
You'll have to repeat the pairing procedure with your phone at this point as your phone's Bluetooth data has been cleared from the Journey, but the OFF/ON issue should go away.
