The 130 was designed more for luxury and comfort, while the 130t was designed to be sportier. Different suspension is probably the only major difference. The 130t has a stiffer suspension for better handling.

The I30t (t is for Touring) Sedan receives all the luxurious treatment of the I30, but is upgraded with a Touring suspension that sits .2 inches higher in the rear with a stiffer ride that reduces body roll in corners, giving it a more precise and responsive sporty handeling. It also gets wider, larger-diameter tires (225/50VR17) designed by Bridgestone to maximize grip and fine tune the cars performance envelope. These are mounted to (larger diameter) 17-inch super stiff performance alloy wheels. They then offer traction control as an option if you want to completely dominate the road. The package is completed with attention getting, high-intensity-discharge xenon headlights calibrated to a cool blue temperature bias and covered by a handsome lightly black-smoked headlight cover to complete the touring-performance look.
