2008 Hyundia Tucson Instrument Panel Lights Are Out.

When I turn on the headlights the instrument panel lights go out - or flicker on and off. I was told to replace the panel where the ESC and TCS buttons are. My question is, what is that panal of buttons called? What is the replace part number?
