The 'esc Off' Light Has Cosstanly Been On My Vechile. Please Explain Esc Usuage

I have had a probleb before with the I think stabalizing bars in and around the rear tires.  Actually a screw threaded ( if that's a word?) its self making the tire tilt inward and basically shredding the inner wall of the tire.  I had to replace the screw.  Actually I should say bolt with another and to ensure that it stayed in I put a nut on it. Could this bold be my ESC problem??
