Error P1613 On Hyundai Tucson 2005 Diesel & Automatic

How can be sloved the following symphtoms: - glow plugs and TCS lights are ON in dashboard after runing a diagnostic software - the diagnostic showed error P1613 - glow plugs were changed and the injectors cleaned - the eletric circuit was also checked -> NO issue - glow plugs and TCS lights never turn OFF => intermitently at car starting the transmission light aso turn ON and the car does not start. only after a few tried it can be started. Where could be the problem or how to solve it? Thanks in advance.
