Pto Mower Blade Won't Engage

PTO does not engage the mower blades I ran over some rocks and it just stopped working

The fuse(s) is blown. It does sounds like a partial short in the PTO electrical clutch. These normally pull 5 to 7 amps. with resistance of 1.75 to 2.25 ohms. Any ohms reading below 1.75 ohms indicates a partial short and that clutch need replacing.
