Ffa97 Not Freezing

I have a hotpoint FFA97 not freezing down to -20. I'v checked for error codes in test mode which show '00' (no errors) fan runs in test and so does compressor! Return line for evaporator is freezing, and not over freezing! I can only put it down to lack of gas and/or pcb switching compressor off before temp reached. Any further help will be very much appreciated
