how do I unblock it above the instruction given. None of the options are wroking and I gave cell phone etc would gladly fly to whatever country has the capacity to resolve this HELP DAMMIT

When you hotmail or any email accounts have been blocked by any reasons, the best thing you can do is to contact the administrator of the account to reinstate your account, you can send them email messages stating your interest to reinstate your blocked account.
