I Cannot Retrieve My Password Or Reset. It Has My Computer Looked Up. Help,

It sounds to me like you have a virus. First of all, Hotmail doesn't offer phone support and secondly, they wouldn't charge you to unlock your account. I recommend having your computer checked out by a local repair shop so they can remove the virus.
