If not aware, hotmail is now an outlook.com email address. Which you may want to try logging in after 24 hours have passed from the time the lock was placed on your account.

Example:

old email address - [email protected]
new email address - [email protected]

Please note: An attempt to log in prior to the 24 hours may reset the lock timeframe to 24 hours again.

If the above is not applicable, please continue with the next possible solution.

You may be able to resolve the issue by going to the following link as a starting point, then continue once other options appear throughout the steps.

If, the above did not resolve your issue, the other option is to review the Microsoft Answers Support website for further options, if available.

Please note: Hotmail is a free service, which leaves your options for assistance limited to online searches. There is no "live" support offered for non-paying accounts.
