The fastest way to regain control of your Windows Live account is to change
your password. Afterwards, you should ensure the attacker hasn't changed your
account information. Otherwise, they could take control of your account again.
Here are the steps you should take to regain control of your account:

Can you still sign in
using your Windows Live ID email address and password? If you can, you
should change your password.
Are you asked for your cell phone number after signing in? At sign in, we
may ask for a cell phone number in order to send a text message with a secret
code for you to enter. This helps prevent spammers from using your account.
If you can't sign in, try resetting your
password.

Run a malware scan on all computers you use to access the account. If there is something like a keylogger installed that will steal your passwords the bad guys will get your changed password too. The free Malicious Software Removal Tool (click to download) will do this for you.

1. Change the password
2. Change the alternate e-mail in your Account Settings (Options->Account Settings)
