On The Wind Tunnel Mod Uh70100 Is There A Filter/gasket/seal On The Bottom Of Th

Looking at the schematic for this machine, I can't tell if there is a seal/gasket/filter on the bottom of the dust collector tube. I just got one and when i cleaned it there was a lot of crud packed up there. But the pictures almost look like there might be one there? The hinged cover seems to fit well.
