Assembling The Spin Brushes

when I try to assemble the spin brushes, it says that the brushes "snap" in. I exchanged the 1st machine & the 2nd one still doesn't snap in. the clips that are supposed to hold the brushes in, do not. if the machine moves to much, they fall out. is this due to how the machine is made, or 2 bad machines?
