Hoover Model F7412-900, Leaking Water On Clean Water Tank

I removed the clean water tank to fill with clean water, after re-installing the tank I noticed water leaking all over the carpet, even when the machine was shut off. I removed the tank several times, checked the seal, the valve, and replaced the clean water tank again. It still leaked, I have done this several times, I can not get the water to stop leaking, after placing the full clean water tank back on the machine.
