Can I Turn Off The Smart Response Thermostat Rth7600

Yes. Use the downloadable installation manual, in the "advanced settings" setting. http://customer.honeywell.com/techlit/pdf/PackedLit/69-2206ES.pdf

The code for the smart response function is 530. It can have 2 values, on (1) or off (0). Set it to zero and you are done.
