Temp. Control

i want to control temp. to aproimately 22 degrees c. 24/7 so I have temp. setting on hold.I have the system setting on auto.according to the manual there should be atemp. differential of about 1.65 degrees c. before either heat or cool come on.I have had heat come on while room temp. was showing 22 degrees. can you help me with this?
