Transportation Safety Recently Recall Civic Seat Belt Issues.

When it would be effective? My seat belt tensioner both front were deployed with dianogtic pause 10-1 by my test by jump out pin 4 and 9 the light blinking 10 slow and 1 fast. Accordinglly, to pause code is seat belt deployed. I took it to dealer where I live, they refused to fix by asking for 120 dollar charge for dianogsic. I felt liked Honda just attempts to refuse for life time guarantee.
