Remote Transmitter Does Not Work

My Remote Transmitter Does Not Work Even After I Replaced The Battery. Should The + Side Of The Battery Be Facing Up? Should The Cushion Ring Be Removed Before I Put The New Battery In? Can I Do Any Trouble Shooting?
