My Windows Seven Computer Has A Factory Reset Error...

So i started it up after a factory reset and i said "preparing your computer for first use" but then it skipped the FTU(first time use) wizard and went strait to the logon but there was no log-ins accept guest and administrator, but they both where "deactivated" and i tried to activate them with command line but that did not work, help!
