Suction But Won't Move

The dv5000 diaphram disc inground pool cleaner has a lot of suction, but won't move. Have checked hose, etc. No problems

Cleaner doesn't move.

You should have 1" vacuum per section of hose. ... There is an obstruction in the cleaner. Remove the consumer inspection plate at the bottom of the cleaner (one self contained screw needs to be loosened) and see if a rock, twig or large piece of debris has stuck between the bearings and turbine.

Try the following:

Check the seal : the "UP" indication must be on the top
Check the balance of the flow between the cleaner and the main drain
