Broiling Elements

My 31104 Toaster oven's top elements are turning on when it is on "bake". I can't find a setting that will stop them from turning on and burning everything I try to bake. Is this a prblem with the switch? CAn I get a replacement part? The oven is barely over a year old and in my research house so it wasn;t even used for 8 months of the last year!

Oven Heats Very Slowly,
heats very slowly, doesn't reach 350 any more.  Both bottom and top heating elements turn red
