I Have A Model 31103 Countertop Convection Oven And An Upper Heat Element Stoppe

The 31103 and 31100 look almost the same. The upper heating element stopped working so both upper elements stopped working. I am in Mexico and my repair person cannot find the part. Can it be shipped to Mexico?
