Feel Like Im Missing Something

i wired my new dryer according to instructions and plugged it in whn i loaded shut the door chose drying options hit start button it started to fire up but then stoped and the lights flash when i try to spin the basket it feels locked up really tight am i doin sumthing wrong please help
