Over Heating Of Power Supply Cable

This unit is drawing to much power from the 15 amp plug circuit, it heats up 1.5mm 3 core cable extension to the point that it starts melting or the DB bord 20amp circuit breaker trips. We had the electric motor tested and it is performing within its rated specification. What & how can I test next?
