I was able to download the manual for the "Commercial Cool Portable Air Conditioner" model CPRD12XH7 from the following site:

Googling "haier cprd12xh7" is also quite helpful in locating information on this model.
However, I was unable to find anything meaningful in the User Manual to address the "Troubleshooting" problem/solution at hand (pg. 13). Nonetheless, the manual does provide an illustration of where the "drain port" is located (pg 5). And that's really all that you need to know to resolve the problem.
Still, the manual does indicate on page 7: "Note: Water should be drained out when the water full light is on. Otherwise, the appliance will not work."
In other words, when the "indicator light" flashes repeatedly and the "Stop" warning light is displayed on the LCD screen, the unit will stop running. In that state, power is successfully getting to the unit, but you cannot power on the unit in terms of putting it in any operating mode.
The SOLUTION is to simply drain the unit by opening the drain port on the bottom rear of the unit, which is located adjacent to where the power cord comes out of the unit.
Below are my step-by-step instructions, despite the wording on page 4 of the User Manual that reads: "6. This unit has a unique design that evaporates the water. Therefore there is no condensation tank and no need to empty a tank overnight."
PROCEDURE:
1. Unplug the unit, which is always a good safety practice when servicing equipment.
2. While keeping the unit level (which is important), lift it up and place it on top of some type of blocking that is a couple inches off of the floor (high enough to slide a household pan underneath it).
If you don't keep the unit level, then according to the manufacturer, you will have to wait 24 hours for the oils and coolants to settle and level off before use (pg 9).
3. Slide a household pan underneath the rear of the unit at the location of the drain port.
4. Remove the black plug from the drain port, and let the water drain into the household pan described earlier.
(If you were to plug in the unit at this point, you will notice that the warning light is no longer flashing because the unit is no longer full of accummulated condensation water.)
5. Replace the black plug.
6. Place the unit back on the floor (being careful to keep it level), and plug it back into the electrical outlet.
7. Give God all the praise and glory, in the name of Jesus Christ, our Lord and Savior!
