How Can I Adjust The Height Of The Harness To The Next Level?

I've tried to change the height of the harness but i cant get to the straps in the back. There is a big plastic piece covering the back (which is for the recline) and it has a metal rod holding it in place. I cant seem to get around this to adjust the height of the harness.
